Responsibilities
- Administering complex advance planning for construction projects seeking state licensure and potentially federal certification.
- Coordinating between multiple offices, state agencies, and local government.
- Reviewing and evaluating construction documents and functional programs to verify compliance with applicable State and Federal codes and regulations.
- Leading the review of the most challenging health care facility construction and remodeling projects, as assigned – tracking 300+ projects per year.
- Preparing written reports of project citations to be resolved by the project applicants.
- Preparing analysis and recommending action to upper management for exemption requests.
- Leading preliminary, intake, and feasibility plan review conferences with owners, architectural firms, professional engineers, and staff, both at project sites and through remote meetings.
- Meeting with applicants to promote early involvement.
- Clearly identifying the scope of review and applicable rules.
- Identifying potential citations and roadblocks to approval.
- Proposing solutions by suggesting alternate methods of compliance.
- Engaging local authorities having jurisdiction (building departments, planning and development departments) to coordinate reviews and eliminate duplication.
- Collaborating with Washington Association of Building Officials, International Code Council, and Washington State Building Code council to promote consistency.
Requirements
- Knowledgeable and understands the intent of the codes governing the built environment, including International Codes, National Fire Protection Association, and Facilities Guidelines Institute.
- Knowledgeable and understands the intent of the WACs and statutory requirements for applicable licensing programs.
- Able to look at alternate methods and materials with an open mind.
- Able to propose changes to codes or standards in a manner which is substantiated with facts and applicable.
- Able to collaborate with internal and external parties – Includes ability to: build support from community partners; understand and address the agenda of others; and assert the position of the department.
- Healthcare Construction Knowledge – Has knowledge of general construction practices; architectural, mechanical, and electrical design; and enforcement of Fire & Life Safety codes.
- Knowledgeable and understands the intent of the codes governing the built environment, including International Codes, National Fire Protection Association, and Facilities Guidelines Institute.
