About the role

Under supervision of the Program Specialist 5 in the Construction and Facilities Management Office (CFMO), Facility Operations Branch and is responsible for providing technical support through the management of CFMO's energy and utility billing and solid waste and recycling processes.
Responsibilities
- Manage the Construction and Facilities Management Office (CFMO) Statewide Energy & Utility Program Database.
- Develop, manage, and finalize infrastructural changes to the database system.
- Enter reviewed invoice details accurately and timely.
- Gather, analyze, and compile utility program data into an accurate and concise presentation.
- Institute programmatic compliance with state/federal laws at facilities statewide.
- Manage CFMO's Solid Waste & Recycling Program.
- Plan, direct, evaluate, and manage a variety of solid waste collection, recycling, and diversion processes.
- Generate and execute long-range plans to meet federal, state, and local mandates.
- Train stakeholders in proper solid waste collection, diversion, and recycling procedures.
- Prepare and administer solid waste and recycling contracts.
- Perform facility and building energy audits.
- Conduct energy-use audits.
- Quantify energy and water consumption to establish baseline for energy use or need.
- Analyze energy usage data and prepare/submit subsequent reports.
Requirements
- Bachelor's degree
- Two years of professional level experience in any or a combination of the following: performing energy or utilities related work, managing and/or assisting in the management of a Solid Waste and/or Recycle Program, program/project management, financial management, facility management, policy development and/or analysis, and coordination or consultation with a variety of public and private agencies, organizations, and/or levels of government.
