Responsibilities

  • Analyzing Budgets and Fiscal Impacts
  • Prepare detailed fiscal analyses and budget recommendations related to specific natural resource agencies and issues.
  • Perform independent research and analysis of policies and proposals including expected outcomes, state and local costs, implementation strategies, and stakeholder positions.
  • Analyze legislative bills and budget proposals and communicate impacts to senior-level staff.
  • Review and approve fiscal notes within short timelines during the legislative session.
  • Develop budget provisos, summary texts, and backup documentation to clearly communicate the intent of the Governor’s budget proposal to legislators, legislative staff, other stakeholders and the public.
  • Prepare analysis and recommend gubernatorial action on agency request legislation and enrolled bills.
  • Presenting the Governor’s Budget proposal
  • Develop and present recommendations to the executive team and the Governor concerning the costs and effects of budget-related fiscal and policy proposals.
  • Make presentations, attend meetings, and respond to inquiries on budget and fiscal matters to the Governor, senior staff, legislators, stakeholders and the public.
  • Monitor and support state agencies in budget development, budget implementation, program performance, and other fiscal matters.
  • Coordinate with OFM & Agency Counterparts, Governor Policy Staff, and Stakeholders

Requirements

  • Research and analyze budgets, financial models, legislation, and fiscal data;
  • Interpret complex data and apply logic to solve policy and funding challenges;
  • Understand the policy and budgetary context of state government;
  • Understand and interprets financial information and cost models;
  • Evaluate budget proposals and legislative fiscal notes;
  • Skilled in presentations, briefings, and legislative testimony;
  • Build collaborative relationships across OFM, agencies, the Legislature, tribes, and other stakeholders.
