Responsibilities
- Direct and manage all facets of institutional activities related to the procurement of goods and services.
- Reconcile and maintain the books for local fund accounts.
- Coordinate and consult with Superintendents on business and financial affairs.
- Develop, direct, and manage expenditures to achieve cost efficiencies.
- Manage direct control of discretionary spending.
- Manage local facility funds, ensuring compliance with DCYF administrative policies and procedures.
- Review and approve all requisitions, purchase orders, and direct payments for necessity, fund availability, and purchasing authority.
- Manage staffing levels, including overtime, callback, and emergency staffing levels during an emergency or critical incident.
- Manage and direct facility client/personal service contracts.
- Negotiate and write contracts through coordination with executive team members and DCYF central contracts.
- Develop and implement contract monitoring policies and procedures.
- Interpret State and DCYF accounting policies and procedures for managers, supervisors, and staff.
- Develop and implement fiscal processes, policies, and procedures necessary to support the business office.
- Develop, implement, and evaluate auditing procedures to ensure compliance with internal controls and documentation requirements.
- Liaison with school districts on fiscal management issues.
Requirements
- Three (3) years supervisory experience (may run concurrently with other required experience)
- Seven years of professional experience in budget, finance, cost analysis, and/or accounting.
- Five years as a Juvenile Rehabilitation Business Manager.
- A Bachelor’s degree in business, public administration, accounting, finance, social services, or a closely allied field AND three (3) years of professional experience in budget, finance, cost analysis, and/or accounting.
- A Master’s degree in business, public administration, accounting, finance, social services, or a closely allied field AND two (2) years of professional experience in budget, finance, cost analysis, and/or accounting.
