Responsibilities
- Manage and oversee the comprehensive agency-wide financial accounting system.
- Administer the functions of the Accounting Services area within the Finance Department, to include Accounts Payable, Accounts Receivable, Payroll, Capital Programs, Purchasing, Travel, Fixed Assets, Consumable Inventory, Grants and Contracts Accounting, Reconciliations, and monthly/statewide year-end reporting.
- Ensure the accurate and timely dissemination of financial management reports, audits reports, and other financial information in accordance with GAAP and other state or federal requirements.
- Monitor and control the use of the agency assets, including credit cards, to ensure compliance with state policies and procedures.
- Perform agency chart of accounts to ensure complete and accurate financial and budget reporting in compliance with federal and local grants, as well as to provide accurate historical data and future projections.
- Analyze complex financial and statistical data and determine their significance; prepare comprehensive narrative statements and supporting financial reports.
- Apply advanced principles of fiscal management, including budget control and forecasting, planning, executive briefings, staff development, and organizational and personnel accountability.
- Lead and oversee accounting and financial reporting processes and systems as they relate to accounting, fixed asset reporting, cash management, and reimbursement.
- Perform accurate project accounting as related to Capital Programs.
- Manage ongoing hiring and other personnel actions within Accounting Services staff including but not limited to Credit and Collections; Cash Applications; Accounting; Accounts Payable; Accounts Receivable; Financial Planning and Analysis; and respective supervisors.
- Conduct effective performance appraisals of assigned staff and development of training needs.
- Build, manage, and mentor accounting teams.
- Oversee and manage the implementation of policies and procedures relative to the accounting and procurement functions (including audit violations) and ensure an effective internal control environment is in place.
- Work closely with OFM to ensure efficient and effective use of public resources and compliance with expenditure authority and rules and regulations governing the expenditure of public funds by adhering to the State Budget, Accounting, and Reporting System Act (SBARSA), GMP, GASB, Government Finance Officers Association (GFOA) guidance and code of professional ethics, and OFM's rules and regulations.
- Administer financial systems on behalf of WDVA and ensure internal control and segregation of duties within systems.
- Serve as the primary WDVA representative on all financial accounting and payroll aspects of the statewide One Washington project.
- Act on behalf of the Chief Financial Officer (CFO) during his/her absence administratively and representing the CFO in stakeholder meetings or other meetings requiring agency financial representation in accounting, payroll, and similar areas the position oversees.
Requirements
- Bachelor’s Degree in accounting, finance, business management or related field, to include at least 18 semester hours in accounting.
- Ten (10) years of professional-level accounting experience that demonstrates a progressive level of responsibility.
- Demonstrated expertise of governmental GAAP, to include at least four (4) years of responsibility over major annual financial reporting and closing activities.
- Four (4) years of demonstrated experience liaising directly with auditors or regulators on major portions of state or federal audits.
- Four (4) years of professional experience overseeing federal grant accounting activities, to include development of policies or procedures to ensure compliance with federal Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards (Uniform Guidance).
- Experience developing a multi-dimensional chart of accounts to ensure optimal tracking of financial activity.
- Four (4) years of direct accounting experience working with; revenue and accounts receivable; accounts payable; cash management; general ledgers; fixed assets; and payroll.
- Four (4) years of experience performing in a lead role over an organization’s accounting system.
- Master’s degree in accounting, finance, or related field; or Certified Public Accountant (CPA) and/or Certified Government Financial Manager (CGFM) designation.
- Experience implementing a new accounting system, to include making configuration recommendations, report development, testing, and change management activities for an organization.
- Familiarity with Washington state accounting systems, accounting policies, and reporting requirements.
- Applied experience using Lean/Six Sigma principles to improve financial accounting processes.
