What you will be doing:
As the SAFS Accounts Payable Lead, you will process, monitor, and analyze all of the accounting aspects of SAFS Accounts Payable, and as needed, other SAFS general ledger activity. You will ensure all work is processed in compliance with contractual or grant terms, and State of Washington fiscal policies and regulations. You will also review and audit the work of other Fiscal Analysts and assist in training.
Duties
Some of what you’ll enjoy doing:
Monitor fiscal activity for the SAFS AP team to ensure key aspects of fiscal month/year close are completed accurately and timely.
Analyze transactions to ensure accuracy and compliance with all related state and federal requirements as well as agency unique policies.
Examine AP transactions and expenditures, general ledgers, and other related subsidiary accounts for accuracy.
Make correcting journal voucher entries as necessary.
Review and release SAFS AP team member’s payment batches, checking for accuracy of payment with coding and GAAP requirements.
Communicate errors to team members, providing support and assistance as required.
Account for all SAFS AP batches entered into AFRS for the day; ensure that any batches that can be released for the day are released by COB.
Examines accuracy of monthly expenditures, accruals, affected GLs, and other interrelated financial accounts, making correcting journal voucher entries as necessary.
Perform fiscal research and analysis as needed to complete the projects.
Seek out opportunities to develop process improvements.
Work with the team to ensure vendor payments are paid accurately and timely.
Process accounts payable transactions as needed during absence of other SAFS AP team members or during peak volume times.
Provides support to as well as act on behalf of the team’s FA5 in their absence.
Train SAFS AP team members in the use of the various State financial systems and in fiscal processing procedures, policies, regulations, and guidelines (including, but not limited to – TEMS, AFRS, SAAM, EVF, GL Reconciliations, Workday, etc.).
Introduce new staff at SAFS client agencies to our processes. This includes, but is not limited to –payment requests, TEMS reimbursements, Delegated and Signature Authority, etc.
Train SAFS AP team and SAFS client agency staff in matters of travel, year-end, 1099s, etc.
Analyze data, prepare, and submit federal miscellaneous tax returns, Form 1099, in accordance with IRS rules and regulations.

Requirements
- Fiscal Analyst 3 (Range 55 $5,137 - $6,906 per month): A Bachelor’s Degree in accounting, public administration, business administration, or related field AND Two (2) years of experience in accounting, auditing, or relevant financial field OR Associate degree AND Four (4) years of experience in accounting, auditing, or relevant financial field OR Six (6) years of experience in accounting, auditing, or relevant financial field OR A Master’s degree in public administration, business administration, or related field AND One (1) year of experience in accounting, auditing, or relevant financial field
- Fiscal Analyst 4 (Range 57 $5,398 - $7,254 per month): A Bachelor’s Degree in accounting, public administration, business administration, or related field AND At least three (3) years of experience in accounting, auditing, or relevant financial field OR Associate degree AND Five (5) years of experience in accounting, auditing, or relevant financial field OR At least 7 years of experience in accounting, auditing, or relevant financial field OR A Master’s degree in public administration, business administration, or related field OR possession of a CPA, CMA, and/or CGFM AND Two (2) years of experience in accounting, auditing, or relevant financial field
