About the role

The Department of Labor & Industries (L&I) is a diverse state agency dedicated to the safety, health, and security of Washington's workers. We help employers meet safety and health standards and inspect workplaces when alerted to hazards. As administrators of the state's workers' compensation system, we are similar to a large insurance company, providing medical and limited wage-replacement coverage to workers who suffer job-related injuries and illness.

Responsibilities

  • Create the business analysis approach to successfully align with the project management methodology and the Software Development Life Cycle (SDLC)
  • Perform discovery analysis and make recommendations for technical and/or business solutions and establish mitigation strategies for gaps in solutions
  • Facilitate meetings to understand customers' needs, goals, objectives, and issues
  • Elicit and document technical and/or business requirements
  • Communicate and collaborate with stakeholders, business sponsors, and executive sponsors
  • Define key performance indicators (KPI) or other measures to assess the solution's performance and effectiveness
  • Develop IT service requests for application/system enhancements or changes based on business and technical requirements
  • Aids business in making decisions based on anticipated timeframes, complexity and scope of IT and/or non-IT work
  • Engage stakeholders to ensure understanding and agreement with business analysis methodologies and deliverables
  • Enable sponsors and key stakeholders to make decisions by providing information at the right time and in the format that meets their needs
  • Identify gaps, conflicts, risks, and issues, and recommend mitigation strategies to stakeholders
  • Manages and executes requirements validation testing
  • Creates test plans, test scenarios, and test data and manages user acceptance testing (UAT)
  • Conducts a stakeholder analysis to identify the stakeholders directly or indirectly impacted by the change, their characteristics (e.g. roles, attitudes, level of influence/impact), and to identify their needs

Requirements

  • A bachelor’s degree in computer science, information technology, or a technical/business discipline AND a minimum of two (2) years of direct and consecutive experience in performing business systems analysis, or other closely related IT function
  • An associate’s degree in computer science, information technology, or a closely related field AND a minimum of four (4) years of direct and consecutive experience in performing business systems analysis, or other closely related IT function
  • A minimum of six (6) years of direct and consecutive experience in performing business systems analysis, or other closely related IT function
