About the role

Responsibilities
- Manage new home ownership projects assigned in each funding round
- Facilitate real estate closings by ensuring escrow instructions, outlining disbursement of funds, and recording order of legal documents, are followed
- Responsible for coordinating and communicating status of projects with private and public-financing partners and third-party consultants
- Troubleshoot and problem-solve contract, construction, and project schedule-related issues, including technical assistance and renegotiation of financial structure, when necessary
- Monitor project construction and property sale and lease processes, including conducting monthly meetings during construction and sales
- Review, authorize, and process contract reimbursements according to HOU guidelines, Notice of Funding Availability, Capital Budget instructions, agency policies, and other pertinent guidelines
- Track contract budgets, expenditures, and balances using the Department's Contract Management System (CMS) and the unit's Housing Contract Management System (HCMS)
- Assist in the allotment process by determining the timing and estimated dollar amounts for projected contract reimbursements
- Provide technical assistance to contractors as fiscal discrepancies and/or issues arise or as requested by contractors
- Provide technical assistance and consultation to grantees and their staff regarding HOU capital programs, project eligibility and cost reimbursement process, including systems used through Secure Access Washington (SAW)
- Work on closing of amendments for additional funds, unit count modifications, and other workout restructures for decision memos
- Work with Capital Programs Team and Homeownership Unit staff to create, define, and implement best practices for homeownership project management, including stakeholder engagement
- Participate in the HOU resource allocation process, including technical assistance to applicants for funding
- Review, analyze, and score homeownership project applications to recommend for investment
- Support the Homeownership Capital Projects Supervisor with program process improvement to review, revise and establish policies, processes, and procedures for the HOU capital Programs
Requirements
- Seven (7) years of combined experience and/or education as described below
- Experience working in community, trade and economic development with a focus in three or more of the following areas
- Contract Management of Homeownership capital programs (including HTF programs) and technical assistance
