Responsibilities

  • Lead end-to-end personnel investigations, from triage through closure, involving alleged violations of policy, collective bargaining agreements, rules, laws, or standards of conduct.
  • Develop and execute investigation plans, including interview strategy, evidence collection, sequencing, and documentation.
  • Conduct thorough, impartial interviews and collect, preserve, and evaluate documentary and physical evidence.
  • Apply and interpret applicable laws, policies, civil service rules, collective bargaining agreements, and investigative standards.
  • Produce clear, comprehensive, and legally defensible investigative reports and provide testimony when required.
  • Manage investigation communications, including notifications, updates, and closures for respondents, witnesses, and complainants.
  • Participate in pre-briefs and debriefs with appointing authorities, labor relations leadership, HR consultants, and other appropriate parties.
  • Maintain accurate records across the full investigation lifecycle to support tracking, analytics, and data-informed decision-making.
  • Coordinate grievance and demand to bargain meetings in accordance with collective bargaining agreements, including scheduling, attendee coordination, and work release processing.
  • Track grievance, notice, and impact bargaining timelines to ensure contractual compliance.
  • Prepare and issue union notices.
  • Route labor relations inquiries and provide operational support across labor relations activities.

Requirements

  • Three (3) years of experience conducting investigations within a government or private organization determining compliance with specific statutes, rules, policies, or other requirements.
  • Demonstrated experience in the following areas: Providing sound HR consultation and advice, Writing professional-level legally defensible reports and responses, Working with collective bargaining agreements, Working with state or federal personnel employment laws, Advanced knowledge of just cause principles, Performing complex research.
