About the role
WDVA is now hiring a full-time Payroll Supervisor (FA5) for our Financial Services Division. In this role, you will serve as the WDVA statewide expert in the area of payroll and payroll-related taxes and reporting requirements, payroll and benefit programs, and more!
Responsibilities
- Ensure the agency is in compliance with federal, state, and agency policies
- Prepare quarterly reports and payment to federal and state agencies
- Interpret OFM/IRS/DES payroll rules, policies, and procedures
- Review unemployment benefit charges, wage verification, and cost distributions
- Review and analyze HRMS payroll results and reports, to include analysis and reporting of overtime and leave usage
- Serve as the subject matter expert in projects involving payroll or delegate to a staff member who can effectively serve in that role
- Draft policy and procedure updates as needed
- Interpret RCWs, Civil Service Rules (WAC 357), and bargaining agreements to determine employee compensation
- Review DES accounts receivable statements and transmittals and prepare journal vouchers
- Reconcile DRS and HCA accounts
- Review and analyze HRMS reports related to employee/employer insurance premium
- Supervise, train, and review the work of two Fiscal Analysts 3 and two Fiscal Analysts 2 positions performing payroll processing and benefit activities
Requirements
- Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, AND four (4) years of higher-level professional payroll experience
- Professional experience may substitute for the required education but not for the accounting credit hours
