About the role

The Capital Budget Manager position is within the Business Support Services Division and reports to the Budget Director.

Responsibilities

  • Prepare and submit capital budget requests to OFM.
  • Prepare, review and approve the capital allotments (spending plans).
  • Prepare, review and approve cash disbursements and revenue estimates associated with the capital budget.
  • Work with program staff on cost allocations; responsible for monitoring monthly expenditures and approving, modifying, or denying needed allotment adjustments.
  • Work with OFM, State Treasurer, legislative, and other external staff resolving capital budget, and related policy issues.
  • May present information regarding the agency's capital budget to the Parks' Commission, legislative staff, and at legislative hearings and other meetings.
  • Create presentations for use by ELT members.
  • Create and present management reports and information for use by the programs and agency leadership.
  • Work in coordination with Financial Services to the agency's chart of accounts as it relates to the capital budget.
  • Ensure alignment of the Capital budget with the Agency's Strategic Business Plan and other priorities.
  • Work with capital program to become familiar with agency priorities as they relate to the Capital Program along with approved and requested capital projects.
  • Participate on agency committees representing the budget office or division as needed.
  • Engage in operating budget activities as needed to ensure understanding of the agency's operations and operating budget.
  • Create budget projections and analyze information regarding budgetary issues including understanding and managing overhead and indirect costs and cost allocation processes.

Requirements

  • A Bachelor's degree with focus on business administration, accounting, or related field.
  • Five years experience preparing and monitoring a government organization's capital budget.
  • Experience should include: budget and allotment preparation and management reporting, preparation of budget projections and completing analysis on budget related information.
  • Two years experience in a government budget office preparing and monitoring an organization's capital budget.
  • Experience conducting legislative bill analysis and preparing agency fiscal notes.
  • Experience presenting information to legislative staff.
  • Experience forecasting revenues.
  • Experience forecasting fees in a self-supporting environment.
  • Experience in the use of state budget and financial systems including TALS, BDS, CBS, SPS, Enterprise Reporting.
