Labor Specialist (Human Resource Consultant 4)

Responsibilities

  • Provide expert-level labor relations support to DES and small agency customers.
  • Guide managers and supervisors on interpreting and applying collective bargaining agreements (CBAs), including grievance, arbitration, and bargaining procedures.
  • Coordinate grievance processes to ensure compliance with CBAs and consistency in addressing procedural concerns.
  • Assist with arbitration preparation, including documentation and witness coordination.
  • Manage timely responses to information requests and facilitate meetings between management and employee organizations during labor activities
  • Conduct complex administrative investigations involving potential policy or legal violations.
  • Prepare thorough documentation and reports to support investigative findings.
  • Draft and review corrective and disciplinary letters, ensuring appropriate tone and level of action.
  • Consult with Appointing Authorities to recommend and implement next steps based on investigation outcomes.
  • Provide expert-level human resource consultation to DES and small agency customers, offering risk-based guidance on HR policies, laws, collective bargaining agreements, and classification and compensation matters.
  • Collaborate with agency leaders on strategic planning and HR needs, developing and implementing solutions to support effective workforce management and business goals.

Requirements

  • Bachelor’s Degree with focus in Business, Human Resources, Social or Organizational Behavioral Sciences, or related field.
  • Three (3) years of human resource experience advising and consulting on human resource issues to include Classification and Compensation, Performance Management, Corrective and Disciplinary issues, Reasonable Accommodation, FMLA, and Shared Leave.
  • Two (2) years of direct Labor Relations experience to include grievances, demands to bargain, arbitration, union notification, and/or bargaining.
