The Opportunity

WSDOT’s Northwest Region (NWR) is seeking a Lead Project Delivery Environmental Specialist to guide and support regional teams in delivering transportation projects that comply with federal, state, tribal, and local environmental requirements. This role will provide training, technical reviews, and policy interpretation, while also serving as backup to the SnoKing Fish Passage Environmental Manager. By preparing, managing, and reviewing environmental documents, permits, and approvals, this position ensures compliance with the National and State Environmental Policy Acts and helps advance WSDOT’s mission to provide safe, reliable, and cost-effective transportation options. Successful candidates will bring strong skills in environmental compliance, policy interpretation, technical review, and team leadership.

Responsibilities

  • Review and direct the work of the biology and coordinator team.
  • Ensure appropriate and optimum use of the team’s resources and enhance employee effectiveness.
  • Train and/or identify, develop and organize training for project delivery staff in biology and coordinator roles.
  • Perform technical reviews of biological reports, permit applications and received permits to ensure consistency with regulations and regional policies.
  • Lead negotiations with external agencies and/or WSDOT HQ to resolve inconsistencies.
  • Create environmental strategies for large improvement or unique environmental retrofit projects with extensive environmental impacts and/or extensive external coordination needs.
  • Ensure completion of environmental documentation.
  • Provide Design Build (DB) Support.
  • Assist SnoKing Assistant Environmental Manager and the Biology Lead in matters related to the Environmental Coordinator team.
  • Supervise two direct reports.
  • Perform field investigations that occur along roadways, at construction sites, or on the rights-of-way in inclement weather.

Requirements

  • Experience evaluating and analyzing transportation and environmental issues, identifying potential impacts, and developing solutions that ensure compliance with applicable policies, regulations in support of transportation projects.
