Responsibilities

  • Establish priorities and coordinate the timely delivery of IT services, including managing relationships between business stakeholders, executive management, business customers, other IT teams, and application development teams to maintain and enhance technology solutions.
  • Consult on implementation of newly enacted legislation.
  • Make strategic judgments and decisions, including developing project strategy.
  • Work with program areas to prioritize application development and application maintenance for Product Teams.
  • Operationalize the maintenance and operations of new applications so Product Teams can enhance or maintain applications.
  • Product team management, including managing and supervising application developers.
  • Oversee the planning, analysis, design, development, configuration, and testing for enhancing applications.
  • Establish measurable individual and team objectives that are aligned with program area and adhere to L&I's software development lifecycle standards.
  • Ensure application development teams adhere to L&I's software development lifecycle standards.
  • Ensure applications remain current, stable, adhere to agency standards, and are in keeping with the L&I computing technology environment.
  • Carry out supervisory responsibilities including interviewing, hiring, training, planning, assigning work, appraising performance, monitoring employee performance and progress on assignments, coaching, and resolving personnel issues.
  • Coach and mentor staff to grow their skills in multiple areas.

Requirements

  • Required: Ten years of experience in applications computer programming with increasingly progressive levels of complexity and responsibility, or software development experience.
  • Education may substitute year for year for experience up to four years for a Bachelor's degree and up to two years for an associate's degree in Computer Science, Information Technology, or a closely aligned field.
  • Five years of management or supervisory experience in an IT environment.
  • Three years of Project Management experience, or experience leading agile development teams using the Scrum methodology.
