Responsibilities
- Supervise the work of CPC3-level project coordinators and other staff involved in all phases of capital projects
- Provide expert consultations to the Office of Financial Management, the federal Department of Veterans Affairs, and other federal partners on WDVA capital projects
- Administer advance planning for capital construction and renovation projects
- Prepare engineering estimates for newly developed scopes of work to support grant applications and state capital budget requests
- Lead negotiations with contractors regarding project changes, analyze scope adjustments, cost impacts, and schedule modifications
- Develop and maintain WDVA facilities maintenance processes to ensure consistent practices, compliance, and efficient use of resources across all four campuses and the cemeteries
- Oversee and lead research and investigations
- Serve as the agency expert in coordinating and planning facility and property usage for workspace across all WDVA divisions
Requirements
- Bachelor's degree in architecture, engineering, building construction, or closely allied field
- Six (6) years of progressive relevant professional experience in construction management, coordination of capital projects, facility management, or similar work involving oversight of large, complex infrastructure-related projects
- Two (2) years of experience supervising staff
- Knowledge of principles and practice of basic engineering concepts related to design of real property structures and systems
- Construction standards and practices
- Construction scheduling
- Cash flow projection
- National and state building codes
- Contract bid practices
- Construction cost indices
- Cost estimating principles and techniques
- Cost control
- Business planning and management science and construction disputes
- Cost accounting of direct, indirect, standard, and overhead costs
