Responsibilities

  • Supervise the work of CPC3-level project coordinators and other staff involved in all phases of capital projects
  • Provide expert consultations to the Office of Financial Management, the federal Department of Veterans Affairs, and other federal partners on WDVA capital projects
  • Administer advance planning for capital construction and renovation projects
  • Prepare engineering estimates for newly developed scopes of work to support grant applications and state capital budget requests
  • Lead negotiations with contractors regarding project changes, analyze scope adjustments, cost impacts, and schedule modifications
  • Develop and maintain WDVA facilities maintenance processes to ensure consistent practices, compliance, and efficient use of resources across all four campuses and the cemeteries
  • Oversee and lead research and investigations
  • Serve as the agency expert in coordinating and planning facility and property usage for workspace across all WDVA divisions

Requirements

  • Bachelor's degree in architecture, engineering, building construction, or closely allied field
  • Six (6) years of progressive relevant professional experience in construction management, coordination of capital projects, facility management, or similar work involving oversight of large, complex infrastructure-related projects
  • Two (2) years of experience supervising staff
  • Knowledge of principles and practice of basic engineering concepts related to design of real property structures and systems
  • Construction standards and practices
  • Construction scheduling
  • Cash flow projection
  • National and state building codes
  • Contract bid practices
  • Construction cost indices
  • Cost estimating principles and techniques
  • Cost control
  • Business planning and management science and construction disputes
  • Cost accounting of direct, indirect, standard, and overhead costs
