Building Performance Specialist (COM 4)
Responsibilities
- District energy system decarbonization plan review and technical oversight
- Review of, and provide technical assistance for, district energy system decarbonization plans
- Review of campus wide audits, and audited buildings connected to district energy systems, based on compliance with ANSI/ASHRAE/IES Standard 100 and ASHRAE existing building audit protocols
- Provide the highest level technical review of existing commercial building energy efficiency project design
- Provide expert level informational and technical support to commercial building owners planning energy efficiency projects for clean buildings performance standard and district energy system decarbonization plans
- Interpret and apply commercial building energy audit protocols and economic evaluation criteria to determine cost effectiveness of energy efficiency upgrade measures to district wide decarbonization planning and to all connected buildings
- Conduct program reviews using quantitative analysis of energy efficient project design and retrofit methods using economic and statistical approaches
- Maintain thorough knowledge and expertise of applicable statutes, regulations, policies, procedures, and technical specifications guiding commercial building energy use in WA State
- Build and maintain expert knowledge of developments in energy efficient commercial building best practices and programs and apply these best practices to Commerce administered programs
- Create and assist in the development of policies that incorporate energy efficiency into programmatic framework
- Research and identify emerging energy efficiency in buildings technologies and approaches for incorporation into market transformation policy and programs
- Provide expert level technical assistance and policy direction for the technical advisory group for the Washington State Energy Code
- Ensure development of energy code proposals aligns with the state energy strategy and statutory requirements for increased energy code stringency to meet 2031 targets
- Determine sources of information for research and analysis to enhance assigned technical specialty areas and convey this information to Commerce staff, Executive leadership, and external stakeholders
- Provide expert level consulting in the development of systems for effective and efficient commercial building construction and operations
- Build and maintain relationships with government entities, non-profits, and professional organizations around building energy use in WA State
- Respond to a broad variety of requests for information from colleagues, leadership, agencies, community partners, and residents
- Provide expert testimony at legislative and building code council hearings
Requirements
- Any combination of professional level experience in community, trade, or economic development AND college level coursework in business, architecture, engineering, policy, public administration, or related field, or related field totaling eight years
- Eight years of professional level experience in community, trade, or economic development
- Associate’s degree in business, architecture, engineering, policy, public administration, or related field, or related field and six years of professional level experience in community, trade, or economic development
- Bachelor’s degree in business, architecture, engineering, policy, public administration, or related field and four years of professional level experience in community, trade, or economic development
