• Directs development of operating program goals, objectives, performance measures, and long- and short-range financial and operational plans
• Guides managers in budget development; manages spending performance, fund balances, and federal grant funds
• Oversees decision-making processes for operating program development, preparing issue analyses, alternatives, and formal recommendations for executive and policy-maker review
• Directs workforce and labor resource planning across 14 bargaining units and 11 contracts, ensuring compliance with labor agreements, state/federal laws, and Coast Guard crew level regulations
• Monitors program performance, evaluates variances, recommends corrective actions, and administers change management processes
• Manages WSF’s $70 million annual fuel hedging program and associated vendor contracts to ensure financial and operational efficiency
• Oversees financial and policy analysis of proposed legislation, labor agreements, and regulatory requirements; prepares executive briefings and recommendations
• Represents WSF in internal and external stakeholder forums, providing subject matter expertise and leading performance and compliance reporting to OFM, FTA, and legislative bodies
