About the role

The Director of Language and Disability Justice will direct the work of the teams that manage language testing and certification for DSHS bilingual employees, interpreters, and translators.

Responsibilities

  • Develop strategic frameworks that include agency-wide language, disability, and digital justice objectives and measures to assess, monitor, and report impact data.
  • Advise and directly supervise staff responsible for managing language testing and certification; language access provider labor negotiations; resolving labor grievances; and liaising with labor groups and legislative staff in accordance with applicable laws, regulations, Washington Administrative Codes (WACs), collective bargaining agreements, and policies.
  • Lead agency rulemaking, legislation, and ADA Plan, Language Access Plan, and Digital Access & Accessibility Plan development.
  • Represent the agency in stakeholder consultations related to language, disability, and digital access, accessibility, equity, and justice.
  • Develop proposals and provide testimony during arbitration, hearings, and court proceedings related to language, disability, and digital access, accessibility, equity, and justice.
  • Support Senior Directors, collaborate on long-term vision and strategy, and lead strategic planning processes.

Requirements

  • Juris Doctor
  • Five years’ experience in public service environments, nonprofit service organizations, accredited universities, or government agencies.
  • Experience must include a minimum of five years professional knowledge and experience related to resolving client ADA complaints and accommodation requests, and advancing language, disability, and digital access, accessibility, equity, and justice through legislation, rulemaking, policy, strategic planning, advocacy, and partnerships.
  • Experience advising and providing expert legal guidance on civil rights legal protections, and social and health services procedural and systems improvement, development, and implementation in large complex government agencies, nonprofits, or accredited universities.
